Is there a safe location that is set aside for people exchanging money when purchasing/selling items?

Yes, there is!

To provide residents with a safe place to complete online purchases and transactions, the Zionsville Police Department has an E-Commerce Exchange Zone. The E-Commerce Exchange Zone is in the parking lot of ZPD headquarters at 1075 Parkway Dr.

Two empty parking spots on the east wing of the building are reserved for the exchange zone. The exchange zone offers residents a known, well-lit, secure location to complete business transactions from online retailers. Transactions are not monitored by police, but the exchange zone features 24-hour video surveillance.
