Who is responsible for clearing sidewalks and trails when there is a lot of snow?

The property owner is responsible for clearing snow from the sidewalks. By law, this has to be done by noon of the second day after it snows. The property owner is required to clear a 4’ wide path.

The Zionsville Parks and Recreation Department has developed a priority ranking for snow removal focusing on school connections, high traffic trails, and public spaces before some parks.  Often, many trails melt before the department has a chance to clear snow. The department does not salt trails due to negative environmental effects (salt diminishes water quality when it washes into lakes and streams and seeps into groundwater).
